WHY DRILLS?

Consider the  living conditions throughout the history of human life worldwide, along with those of some places today, and contrast them with the small percentage of the population that presently enjoys the relative safety and economic benefits similar to us here in Hurricane. By doing so one will realize that we represent but a small anomaly in the overall picture. It’s easy to avoid real news of what’s going on in different parts of the world, even as we speak. Geopolitical, geophysical or geographical events that seem far away could affect us at any time in ways we do not now understand. Chances are increasing that something WILL happen which will necessitate an emergency response.

This is one reason we have these drills. While they are NOT a substitute for individual and family preparedness (food storage, first aid kits, bug-out bags, water storage, and so on…), they are purposeful ways to remind us of what is possible. More importantly, they are times when we can practice HELPING EACH OTHER and getting trained local help where it is needed in a timely manner.

4 concentric circles can represent the levels of concern in the family and neighborhood emergency preparedness plans we are always working on in Hurricane. If there are things that cannot be adequately addressed at an inner level, good communication within this system will quickly move responses to the next level and outward.

The center represents “Self & Family Help = Help in Seconds”: Homes

The next ring out would be “Neighbor Help = Help in Minutes”: Blocks

Next is “Community Help = Help ASAP”: Areas, Districts, Local Experts

Finally, is “FEMA, Red Cross, etc. = Help in Days or Weeks”: Non-Local

Government or church organizations outside of our local area is where most disaster-level response plans now exist. History shows that this source of help could be stretched to its limit or, for other reasons, be unable to respond for several days or even weeks.

With such limitations in mind, we are striving to fully develop our community-wide system with Blocks, Areas, Districts, Captains and so forth. “Self and Family Help” is the area we are encouraging everyone in DISTRICT 10 to be responsible for with our monthly goals, newsletters, etc. “Neighbor Help” represents the backbone of the “Block” system we are working to fully develop (more on this in later Goals and Newsletters). “Community Help” will be from our local EMTs, Fire Dept., Police and other emergency entities as organized by our City Government. Depending on the severity of the situation, these will respond as quickly as possible. More efficient and timely help will be enabled AS we are ORGANIZED and PRACTICE, PRACTICE, PRACTICE! Thank you.
